Why Fort Collins homeowners look at panel upgrades

A panel upgrade usually comes up when a home needs to carry more load. The City of Fort Collins’ Home Electrification page describes a panel upgrade as a way to increase capacity so a home can support more appliances and devices, and it suggests asking an electrician to assess the panel before adding electric loads or preparing for an EV.

Heating drives much of it here: NOAA’s 1991–2020 normals for Fort Collins show 5,797 heating degree days against 624 cooling degree days. Adding a heat pump, induction range or Level 2 EV charger can make a 100 A service tight.

Panel upgrade or service upgrade? 100 A to 200 A explained

A panel upgrade replaces the breaker panel inside the home. A service upgrade raises the capacity coming from the utility; that can involve the transformer, meter and main breaker. Moving from 100 A to 200 A often involves both, so two parties are usually involved: the contractor you hire and your electric utility. A typical job runs from quote to permit, utility coordination, the work, inspection and reconnection.

The hidden cost: the utility’s service upgrade

The City’s Home Electrification page says service-upgrade costs vary widely and that electrician bids usually do not include Fort Collins Utilities’ service-upgrade costs. Ask every contractor whether the quote includes the utility side, and ask Fort Collins Utilities about its charges for your address. Loveland Water and Power customers should check with the City of Loveland; homes served by Xcel Energy or Poudre Valley REA should ask that utility. Our post on utility service-upgrade costs in Fort Collins has more detail.

Efficiency Works $500 panel rebate: the conditions

Since January 1, 2026, Efficiency Works (the program for Fort Collins Utilities and Loveland customers) lists a $500 service panel upgrade incentive. A project may qualify when:

  • the new panel is rated 200 A or more and is installed by a licensed electrician;
  • it is paired with an induction range or cooktop, a Level 2 EV charger, a heat pump, a heat pump water heater, or solar or battery storage;
  • an Efficiency Works listed service provider does the work;
  • you apply within 45 days; funding is limited.

If the existing service is under 200 A and a full upgrade is not needed, a UL-listed load-sharing device may qualify for $250 instead. Rules change, so check efficiencyworks.org before you sign. Read more in our Efficiency Works panel rebate guide.

Federal Pacific and Zinsco panels

Some older Fort Collins homes still have Federal Pacific (FPE) Stab-Lok or Zinsco panels. The U.S. Consumer Product Safety Commission investigated FPE Stab-Lok breakers and closed its investigation in 1983 without making a determination about their safety. We found no CPSC statement about Zinsco panels. If you have either brand, ask a licensed electrician to evaluate the older panel. See our post on Federal Pacific and Zinsco panels.

Permits, inspections and CO alarms

Inside city limits, the City of Fort Collins Building Services, not the state, issues electrical permits and inspects the work (inspection stages include underground, rough, energize and final, scheduled in Accela Citizen Access; Building Services 970-416-2740). A licensed master electrician working for a registered contractor normally pulls the permit. Under C.R.S. 12-115-116(2) homeowners may work on their own home (not one for sale or rental) with a permit and inspection; Fort Collins limits this to single-family owners with an affidavit. Fort Collins moved to the 2023 NEC by ordinance in 2025; check with Building Services for the edition in effect.

Outside the city: Loveland uses the City of Loveland Building Division (check with the city); Wellington and Timnath use town permits with SAFEbuilt inspections (970-674-1036); in Windsor, check with the Town of Windsor; unincorporated Larimer County uses the Larimer County Building Division.

CO alarms: under C.R.S. 38-45-102 and 38-45-104, selling an existing home with fuel-fired appliances, a fireplace or an attached garage requires CO alarms within 15 feet of sleeping rooms, and permitted remodels can trigger the same requirement. Ask whether your panel project does. This is general information, not legal advice.

Before you hire: a five-point checklist

In Colorado, electrical work for hire is done by licensed electricians working for a registered electrical contractor (C.R.S. 12-115). Check these points with every contractor you compare:

  1. Confirm the contractor’s Colorado electrical contractor registration and its master electrician’s license with the Colorado Division of Professions and Occupations (DORA) license lookup.
  2. Inside Fort Collins, confirm the contractor is registered with the City.
  3. Ask who pulls the permit, and make sure it is pulled before work starts.
  4. Ask for proof of insurance.
  5. Get a written quote that says whether the utility’s service-upgrade costs are included.

Our guide to checking a Colorado electrician’s license walks through the lookup step by step.

Frequently asked questions

How much does a 100 A to 200 A panel upgrade cost in Fort Collins?

National cost guides put a 100 A to 200 A panel upgrade at about $750 to $2,000, and that figure leaves out the utility's side of the job. The City of Fort Collins says electrician bids usually do not include Fort Collins Utilities' service-upgrade costs, which vary widely. These are estimates, not quotes, so ask each contractor for a written price that says what is included.

Does a panel upgrade qualify for the Efficiency Works $500 rebate?

It may. For 2026, Efficiency Works lists $500 for a panel of 200 A or more, installed by a licensed electrician and paired with an induction range, Level 2 EV charger, heat pump, heat pump water heater, or solar or battery. A listed service provider must do the work, you apply within 45 days, and funding is limited. Check efficiencyworks.org before you sign.

Do I need a permit to replace my electrical panel in Fort Collins?

Most new wiring, panel, service, EV-charger and circuit work in Fort Collins needs a City of Fort Collins electrical permit and inspection. A licensed master electrician working for a registered contractor normally pulls the permit. Homeowners can permit work on their own single-family home in some cases (rules apply). Ask any contractor to confirm the permit is pulled before work starts.

Is my Federal Pacific or Zinsco panel dangerous?

No one can say from a brand name alone. The CPSC investigated Federal Pacific Stab-Lok breakers and closed the case in 1983 without making a safety determination. We found no CPSC statement on Zinsco. If your home has an older panel of either brand, ask a licensed electrician to evaluate it and explain the options in writing.
